I am trying to create a custom Jenkins docker image. For that I need to install certain plugins in Jenkins. I am doing so by adding the below lines to the Dockerfile
COPY plugins.txt /usr/share/jenkins/ref/
ENV CURL_CONNECTION_TIMEOUT=60
RUN /usr/local/bin/install-plugins.sh < /usr/share/jenkins/ref/plugins.txt
My plugins.txt looks like this -
configuration-as-code
I had more plugins in the list but seems like I am unable to install even if there is only one.

The command '/bin/sh -c /usr/local/bin/install-plugins.sh < /usr/share/jenkins/ref/plugins.txt' returned a non-zero code: 1
Curl tries to download snakeyaml-api-plugin when snakeyaml-api fails. The latter is not being downloaded due to the error curl: (16) Error in the HTTP2 framing layer
For multiple plugins, I get the HTTP2 framing layer error multiple times. Many a times, the installation gets stuck at a point without any progress

Tested on Windows 10 as well as MacOS Mojave Docker version - 19.03.12
