We are migrating multiple EKS kubernetes clusters to new AWS accounts, and each of them has AWS EBS persistent volumes encrypted with the default account key.

Within an account we were planning on using Velero (which worked well). Across accounts, EBS volume snapshots will not port easily (without manual effort to port/update snapshot IDs/etc). Encryption seems to make this harder to solve as well (with the default account key).

What is the most automated / off the shelf way of achieving this cluster migration without losing or manually moving the EBS volumes? (If any way exists).
