Trying to add a new user to a project, but the task keeps failing with the following error:

"You are trying to invite a user from outside your directory but you are not allowed
to make common users tasks. Please contact your directory admin."

I am the admin/owner of this organization and project.

I have worked on a different project under a different organization, and had no issues adding this user to that project.

Any idea what I am missing here? What does "make common users tasks" mean?

    You don't have to create new account. Probably should delete the answer as it is not answer. Feel free to contact the moderators on our chat. As to the downvote, the downvoter should have commented on it as well. Probably the reason is a poor quality of the question and the low chance this would actually be applicable to anyone else. Microsoft calling their product 'Azure DevOps' has not really helped here as well. Anyway, I would suggest to add more context right on top. I am using this product, logged in as admin user, I get this message, I googled, but did not get answer... etc. – Jiri Klouda Jan 2 '19 at 22:00
